By the Honorable Deborah Ortiz, 6th Senatorial District;
Relative to Commending

Juliet E. Culliver Crutchfield, Ed.D.

WHEREAS, Dr. Juliet E. Culliver Crutchfield is retiring as Programs Consultant with the State Department of Education, Adult Education Unit, thus bringing to a close a stellar career in the field of education that spans 37 years, and it is appropriate at this time to highlight her many achievements and to extend special public recognition and commendations to her for her professional accomplishments; and

WHEREAS, As Programs Consultant since September 1988, Dr. Crutchfield has served as Project Monitor of the Adult Literacy Instructors' Training Institute, CASAS, and the Evaluation of the Federal Four-Year Plan, served as staff to the California Alliance for Literacy, and been responsible for the oversight of P. L. 100-297, Section 321 programs in addition to elementary and secondary basic skills programs; and

WHEREAS, Dr. Crutchfield brought with her to the State Department of Education more than ten years of service as adult basic education teacher, educational advisor, and acting principal for the Neighborhood Centers Program of the Oakland Unified School District in adult basic education and English as a second language programs; and

WHEREAS, A graduate of San Francisco State University with Bachelor of Arts and Master of Arts degrees, Dr. Crutchfield pursued doctoral studies at the University of California, Berkeley, and earned her Doctor of Education degree from California Coast University, and she holds teaching, administrative, community college instructor, and reading specialist credentials; and

WHEREAS, She joined the State Department of Education in 1981 as Adult Education Assistant II and was elevated to Programs Consultant in 1985, in which capacity she has served a variety of programs such as the Adult Literacy Instructors' Training Institute, Comprehensive Student Assessment System, and California Alliance for Literacy; and

WHEREAS, She assisted with the initial implementation of Senate Bill No. 65 legislation, the program for high risk youth and dropout prevention, monitored and reviewed state and federal supported adult education programs, and acted as liaison to the Department's Coordinated Compliance Review Program; and

WHEREAS, Dr. Crutchfield has been a presenter at a variety of adult education workshops in California and at national adult education conferences and is a contributing author, co-author, and compiler of numerous State Department of Education and professional organization journals; and

WHEREAS, Dr. Crutchfield is 2002 President of the African American Genealogical Society of Northern California, Inc., the purpose of which is to promote interest in African American genealogy and history, supplement and enrich the education of African Americans, and provide a positive historical legacy for African American youth; and

WHEREAS, Dr. Crutchfield is also a web site author and workshop conference speaker on African American genealogical research techniques; and

WHEREAS, The contributions of Dr. Crutchfield to the education of the students of the State of California have been invaluable, and she has served as a worthy model for all education professionals in the state; now, therefore, be it

RESOLVED BY SENATOR DEBORAH ORTIZ, That Dr. Juliet E. Culliver Crutchfield be commended on her distinguished record of leadership as a California educator and on her valued services with the State Department of Education, and extended sincere best wishes for a rewarding and gratifying retirement.
